Transport time counts from dispatch. The total delivery time is the production time (9 business days standard and 6 urgent for 1–2 layers and aluminium, longer for multilayer) plus transport.

Express transport takes 1 day and economy transport 3 days, counted from dispatch. Add the production time of your boards.
Do I pay customs duties when the boards come from Romania?
Not inside the EU. There are no customs formalities between member states. Shipping and the VAT treatment are stated in the offer.
